Late-fee calculation
BCVWD's posted fee schedule lists a $5 second-notice charge, $15 third-notice charge, $50 account-reinstatement charge and $25 returned-payment charge. The schedule also identifies a $170 lien-processing fee and variable water-restriction penalties; exact applicability depends on the account and District notice sequence.
Disconnection timeline
The District's regulations state that nonpayment may lead to penalties, discontinuance and enforcement, and require a 10-day notice of termination when a payment-plan arrangement is breached. The reviewed current excerpts do not establish a complete day-by-day calendar for every delinquent account.
