The City of Brea’s current payment and billing pages identify online, telephone, AutoPay, bank bill-pay, mail, drop-box, and counter options, but do not publish a text-to-pay short code, enrollment keyword, SMS opt-in process, or recurring text-payment program.

Mail-in address

City of Brea, P.O. Box 2237, Brea, CA 92822-2237. Customers using the City’s AutoPay application mail it to this address; mailed checks and money orders should include the account information shown on the bill and should be sent early enough for receipt by the due date.

Counters, drop boxes, and office hours

The customer-service counter is at the Brea Civic & Cultural Center, 1 Civic Center Circle, 3rd Floor Administrative Services, Brea, CA 92821. Front-counter hours are 8:00 a.m.–5:00 p.m.; Utility Billing telephone/office hours are Monday–Thursday 7:30 a.m.–5:30 p.m. and every other Friday 8:00 a.m.–5:00 p.m., with the counter closed on alternate Fridays. Cash and checks are accepted without a service fee; the archived fee notice identifies a 2.5% counter credit-card charge. A payment drop box is in the circular driveway along Birch Street at the corner of Birch Street and Randolph Avenue. Customers with a shut-off notice or locked service should contact Utility Billing rather than use the online portal.

Paymentus accepts electronic check/ACH, debit card, and credit card online or by telephone. The City also offers monthly checking-account AutoPay and electronic funds transfer through a customer’s bank bill-pay service. The reviewed City pages do not state that Apple Pay, Google Pay, or other digital wallets are accepted.

2026 transaction pricing

Convenience fees

Beginning March 1, 2026, Paymentus charges $2.95 for an electronic transaction up to $900. For a transaction over $900, an additional $2.95 is charged for each additional $900 or portion needed until the full transaction amount is covered. The fee is shown separately on the receipt and retained by the third-party provider, not the City. The City’s service-fee notice identifies AutoPay, bank EFT, mail, drop-box, and in-person cash/check as no-service-fee alternatives.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Brea Utility Billing / Water Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
