City of Manteca, P.O. Box 888637, Los Angeles, CA 90088-8637. Checks should be payable to City of Manteca; the City says this is the current utility bill payment processing address and asks customers to update automatic-payment records.

Counters, drop boxes, and office hours

The Finance Department and utility counter are at 1001 West Center Street, Manteca, CA 95337. Lobby hours are Monday–Thursday 7:30 a.m.–6:00 p.m.; City offices are closed Fridays, weekends, and holidays. A night depository is available for after-hours drop-off and accepts checks or money orders only—no cash. The City’s online payment page specifies card and bank-draft methods but does not publish a complete staffed-counter payment instrument matrix beyond its start-service and night-depository instructions.

The safest payment path is the one published by City of Manteca Finance Department – Utility Services / Municipal Water and Sewer and matched to the account information on your bill.
