The provider identifies its payment gateway as SpryPoint; the City’s 2026 implementation uses SpryPoint utility billing software and SpryWallet as the payment gateway.. Mail-in address

City of Modesto – Collections Division, P.O. Box 767, Modesto, CA 95353. The City’s payment and delinquency pages identify this Revenue Collections address for mailed applications and collection correspondence; customers should use the remittance address printed on the current statement when mailing a payment.

Counters, drop boxes, and office hours

Customer service payments are accepted at 1010 Tenth Street, 2nd Floor, Suite 2100, Modesto, CA 95354, Monday through Friday 8:30 a.m.–4:30 p.m., excluding holidays. A drop box is located outside City Hall near the 11th Street entrance and another is inside City Hall on the second-floor Suite 2100 customer-service lobby. The public payment page does not provide a complete current counter-instrument matrix; the City’s public payment materials identify card, ACH, and automated payment options, while payments submitted after a final delinquency notice cannot be made by check. Confirm current counter acceptance with (209) 577-5395 before relying on a particular instrument.

What you can use online

The current portal supports recurring credit/debit-card payments and automatic bank drafts from checking or savings accounts (ACH); the City’s AutoPay instructions list Visa, MasterCard, Discover, and a digital-wallet option. The IVR page specifically lists Visa, MasterCard, and Visa/MasterCard-branded debit cards. The portal also supports one-time online payments, but the live payment screen’s complete wallet/card-brand matrix is not exposed in the public help page.

Convenience fees

The City states that its 2.4% credit-card service fee does not apply when paying for a City utility service. The current 2026 utility portal pages do not publish a separate ACH/e-check fee; no online convenience fee is publicly stated for utility payments.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Modesto Utilities Department – Utility Billing and Water Services and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
