The municipal code permits a customer to contest charges and request an extension or alternative arrangement; a pending contestation or extension prevents nonpayment discontinuance. The FY 2026 code allows the director, at discretion, to reduce an unpaid water balance, but the reviewed public pages do not state a guaranteed private-leak percentage, repair-receipt deadline, historic-average formula, or lifetime cap.
