(209) 831-6800, option 1. Tracy’s utility payment page says the pay-by-phone service is available 24/7 at no cost for one-time Visa, MasterCard, or electronic-check payments; customers need the utility account number and customer number.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

The City’s SB 998 discontinuation policy uses a customer-selected text, phone, or email preference for a 48-hour termination reminder, but current public pages do not document a text-to-pay keyword or SMS enrollment command. Paymentus terms include SMS communications, and the City has used delinquency text campaigns, yet a customer-facing pay-by-text opt-in procedure is not published.

Mail-in address

City of Tracy, P.O. Box 888884, Los Angeles, CA 90088-8884. The City directs utility customers to mail checks or money orders to this Wells Fargo depositary-bank lockbox address.

Counters, drop boxes, and office hours

Payments may be made inside City Hall at 333 Civic Center Plaza, Tracy, CA 95376, during normal business hours; the public utility pages do not state a current daily counter schedule, so customers should confirm with (209) 831-6800. Drop boxes accept checks or money orders only—no cash—and are located at the Civic Center Drive/east entrance area across from the Police Department, at the building drop slot near the water fountain, and in the north City Hall parking lot. Authorized retail cash payments can be initiated through the Paymentus portal at Walmart, Dollar General, CVS, and other participating locations.

Paymentus lists Visa, MasterCard, American Express, Discover, electronic check/ACH, PayPal, PayPal Credit, Venmo, Google Pay, Apple Pay, and BillWallet. Customers may schedule future payments, use e-billing, and enroll in recurring payments. The IVR separately accepts Visa, MasterCard, or electronic check, while authorized retail locations accept cash after the customer generates the retail payment through the portal.

Convenience fees

The current utility payment page states that the 24/7 pay-by-phone option is at no cost. Tracy’s separate non-utility payment page lists a 2.95% card fee for miscellaneous invoices, but does not apply that fee to utility service; the current utility portal page does not publish a utility online card surcharge or ACH fee.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Tracy Finance Department – Water, Wastewater, Storm Drain and Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
