Payments are accepted at the City Hall payment windows, 411 E. Kern Avenue, Tulare, CA 93274, Monday-Friday 8:00 a.m. to 5:00 p.m. with City-observed holidays excluded; the current billing page describes walk-in service on the first floor until 4:00 p.m. Two secure drop boxes are available, one inside City Hall beside the payment windows and one outside behind City Hall. Drop boxes accept checks or money orders only; deposits are credited the next business day, except due-date deposits made before 5:00 p.m., which are credited the same day. Accepted counter instruments are cash, check, money order, credit/debit card, Apple Pay and Google Pay; American Express is not accepted.

Online and phone payments accept credit or debit cards with no fee, and automatic payments can be set up from an ACH bank account or a credit/debit card. In-person windows also accept Apple Pay and Google Pay; American Express is excluded.

The safest payment path is the one published by City of Tulare Utility Billing / Water and Wastewater Collections Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.
