Pay by text

Mail-in address

The city instructs customers to use the return envelope supplied with the paper water bill. A separate public lockbox address was not shown on the current water-billing page; the billing account number and service address should remain with the mailed payment.

Water Billing accepts in-person payments at City Hall, 8200 Westminster Blvd., Westminster, CA 92683, Monday-Friday 7:30 a.m.-5:00 p.m. The page also provides phone payment during those hours and a return-envelope mail option. Water sign-ups and shutoffs are currently handled by phone or in person rather than online. The Municipal Online Payments portal accepts credit-card payments and eCheck payments using the customer's bank routing and account numbers.
