Pay by text

EBMUD’s current account instructions say that a customer must create and activate an EBMUD ID, link the 11-digit account number and last name or company name, sign in, choose Go Paperless, and enroll in paperless billing; after that enrollment, EBMUD lists pay by text as an available account feature. The current public instructions do not expose a short code, enrollment keyword, message cadence, or exact reply sequence, so those operational SMS details are not publicly stated and should be confirmed inside the authenticated account. EBMUD separately supports email/text due-date and leak alerts.

Mail-in address

EBMUD Payment Center, P.O. Box 51191, Los Angeles, CA 90051-5491. Mail payments are processed the next business day after receipt; checks and money orders are accepted, while cash is not accepted through this remittance address.

Counters, drop boxes, and office hours

EBMUD’s 375 11th Street, Oakland, CA 94607 administration building is not a counter pay station. The official locator lists check/money-order drop boxes at the Admin Building outside location, 375 11th Street, available 24 hours a day seven days a week; the Admin Building lobby location at 375 11th Street, Monday–Friday 8:00 a.m.–4:30 p.m. with daily pickup; and the Adeline Maintenance Center, 1100 21st Street, Oakland, Monday–Friday 8:00 a.m.–4:30 p.m. with daily pickup. The same locator lists no-fee authorized MoneyGram pay stations, cash only, with payee code 11628; checks and money orders are not accepted there, change may not be available, and a customer whose account is past due or shut off must call 1-866-403-2683 with the payment reference number. What you can use online

EBMUD’s online account supports no-fee online payments and automatic bank-account payments; its published telephone channel accepts credit card, debit card, or e-check. The current public payment pages do not identify card-brand restrictions beyond those instruments and do not list Apple Pay or Google Pay. Cash is limited to the no-fee MoneyGram pay stations and is not accepted by mail.

2026 transaction pricing

Convenience fees

EBMUD’s ordinary phone payment channel lists a $3.50 transaction fee, determined by a third-party service provider. The current EBMUD account instructions state that enrolled paperless customers can make online payments without a fee. No separate 2026 online card or e-check surcharge is published on the current online payment page.

Choose the payment channel that fits your deadline

The safest payment path is the one published by East Bay Municipal Utility District (EBMUD) – Water and Wastewater Systems and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
