Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what Eastern Municipal Water District (EMWD) publicly describes from the practical steps every customer can take while requesting help.

What the public record says about a leak adjustment

EMWD’s administrative code distinguishes a leak adjustment from a courtesy adjustment. For an underground leak, the District can calculate a credit of 50% of the amount that exceeded historical usage and rebill the remaining overage to the budgeted tier. The customer must submit documentation showing that the leak was repaired and must not have received a similar EMWD adjustment during the preceding twelve months. When a usage issue is promptly repaired or rectified, a courtesy adjustment may rebill over-budget usage at the budgeted tier for the billing period in which the issue was discovered, for no more than two billing periods; courtesy recharges are unavailable at stage 3 or higher of the Water Shortage Contingency Plan. Customers should stop water use, inspect the smart-meter leak indicator, repair the customer-side leak, retain invoices or other repair proof, and contact Customer Service or submit the appropriate appeal/variance documentation promptly. A budget variance may also be requested for household size, medical needs, landscape area, a pool, or other documented special circumstances.

Customer assistance and eligibility

EMWD provides payment extensions for eligible accounts in good standing, eleven-month Budget Billing with a twelfth-month settlement, and EMWD Assist extended payment-plan options for low-income residential customers who have a signed medical certificate from a primary-care provider; EMWD Assist is expressly not a low-income rate discount. The Help2Others Customer Assistance Program, operated with United Way, provides qualifying low-income customers with assistance and was listed by EMWD at up to $215 per qualifying customer in its current public material. Customers should call 1-800-426-3693 Monday–Friday 8:00 a.m.–5:00 p.m. for eligibility and current funding. No separate EMWD senior or disabled-veteran rate cap is published.

Where to ask for broader aid

EMWD’s local assistance path is a payment extension, EMWD Assist, or the Help2Others program through Inland SoCal United Way, with qualification and current funding screened through EMWD Customer Service at 1-800-426-3693. EMWD does not publish a direct LIHWAP application or a guaranteed state/federal water-credit workflow. Customers should also check California’s Department of Community Services and Development water-assistance page at https://www.csd.ca.gov/waterbill; the current state page says the federal LIHWAP application period has ended. Riverside County agencies and United Way may provide local screening or referrals, but customers should verify availability before relying on an aid award to stop the delinquency timeline.

Build the file before asking Eastern Municipal Water District (EMWD) for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.
