Golden State Water’s CPUC Rule 9 identifies a non-refundable $1.45 convenience fee for credit/debit-card transactions up to $800, charged by the payment vendor rather than the utility; each account transaction is assessed separately. KUBRA cash payments carry a small service fee. Bank AutoPay has no utility charge, although a bank may charge its own fee and rejected payments may incur additional fees.
