How delinquency is handled
Grace period after the due date
Golden State Water residential policy states that bills are due upon presentation and become past due if unpaid within 19 days from the mailing date. The company allows a total of 79 days from mailing before residential discontinuance, subject to required notices, arrangements, health-and-safety protections, and account-specific dates. There is no separate universal grace period after the printed due date.
Late-fee calculation
The reviewed current Norwalk materials do not state one universal percentage late fee for ordinary residential delinquency. Unpaid bills become delinquent after the 19-day period. Other charges can include authorized CPUC surcharges, the $10 dishonored-check or ACH/electronic-funds-transfer fee, payment-vendor fees, deposits, and restoration charges; the current bill and tariff control.
Disconnection timeline
For residential service, the bill is due on presentation, becomes delinquent after 19 days from mailing, and Golden State Water permits 79 days from mailing before discontinuance. An impending-discontinuance notice must precede shutoff by 7–15 days depending on occupancy type. The company does not discontinue on Saturdays, Sundays, legal holidays, or when offices are closed and avoids Fridays and pre-holiday days. A compliant deferred, reduced, or alternative payment arrangement prevents discontinuance while current charges are paid; a broken arrangement triggers at least 5 business days' notice.
