What the public record says about a leak adjustment
Golden State Water advises customers with high bills to stop all water use and observe the meter, then inspect toilets, faucets, irrigation, appliances, and other customer plumbing. Water that passes through the meter and leaks on the customer’s property is normally billable; main leaks, pre-meter service-line leaks, and fire-hydrant leaks do not affect the customer’s metered bill. The reviewed South San Gabriel materials do not publish an automatic private-leak credit formula, repair-receipt credit, or maximum cap. Customers should call 1-800-999-4033, retain repair records, and request a bill investigation. Meter-error review is a separate Rule 18 process.
