The CPUC-authorized payment rule lists credit card, debit card, ACH/electronic check through the web or IVR vendor. Great Oaks also offers its free Sure Pay automatic bank-draft program: the customer sends a voided blank check, Great Oaks sends bill information electronically to the bank, mails a paper copy for review, and withdraws the stated amount on the stated date. The current public pages do not identify support for PayPal, Apple Pay, Google Pay, Venmo, or digital wallets.

The current Heartland application does not expose its fee before account entry. Great Oaks’ published CPUC Rule 9 payment authorization states $1.95 per web or IVR credit-card, debit-card, or ACH/e-check transaction and $2.95 for a customer-service-representative-assisted credit/debit transaction; those are the best official published fee terms, but the utility has not separately posted a 2026 fee notice. Sure Pay bank draft is advertised as free of charge from Great Oaks and the bank.

The safest payment path is the one published by Great Oaks Water Company and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
