Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as InvoiceCloud is Helix’s online payment-platform vendor. The customer-facing CSS portal is hosted at css.helixwater.org.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Customer Service is (619) 466-0585 Monday–Friday 8:30 a.m.–5:00 p.m.; the same customer-service number is used for after-hours water emergencies, while the Nat L. Eggert Operations Center at (619) 596-3860 handles operations and after-hours water-quality emergencies.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Sign in to the Helix online account, select Your Account at a Glance, choose Pay by Text, check the enrollment box, and save. Helix sends the amount due and due date by text; the customer replies “Ok” to authorize immediate payment with the credit card, debit card, or bank account already configured in the online account, then receives a confirmation text. Paperless-billing reminders also arrive by email or text. Customers should enroll only through the official CSS portal rather than replying to an unsolicited payment request.

Mail-in address

Helix Water District, 7811 University Avenue, La Mesa, CA 91942. Helix’s published payment page instructs customers to mail the water-bill payment to the administration office address; customers should include the bill stub and account information and avoid mail when the account is near shutoff because postal delivery can delay crediting.

Counters, drop boxes, and office hours

Helix Customer Service and Administration Office, 7811 University Avenue, La Mesa, CA 91942, has a lobby open Monday–Friday 8:30 a.m.–5:00 p.m., excluding District holidays. A payment kiosk outside the Quince Avenue lobby entrance operates 24/7 and accepts cash, personal/business checks, and credit/debit cards; cash and checks are free, while cards carry the $4.50 vendor fee and a $600 transaction limit. The kiosk posts payments immediately and provides a receipt. The office lobby accepts cash, personal/business checks, cashier’s checks, and money orders. No separate customer billing counter is published at the El Cajon Operations Center or Lakeside treatment plant.

What you can use online

Helix accepts eCheck from a checking account without a transaction fee or payment limit, bank bill-pay service, Visa, MasterCard, American Express, Discover, Visa/MasterCard debit cards, Apple Pay, Google Pay, PayPal, and Pay by Text through the configured online account. AutoPay can debit a checking or savings account or use a configured card. PayPal is treated like a credit-card transaction and may use Pay in 4 or Pay Monthly; it carries the same $4.50 processing fee and $600 transaction limit. The 24-hour phone system accepts eCheck or credit/debit card.

Convenience fees

$4.50 per credit/debit-card transaction through the online portal, one-time online card payment, Pay by Text, PayPal, telephone card payment, or 24/7 payment kiosk, with a $600 transaction limit. eCheck, bank bill pay, mailed check, in-person cash/check, and AutoPay from a bank account do not carry a transaction fee. A returned payment is $42 under the January 1, 2026 service-charge schedule.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by Helix Water District and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
