(619) 670-2222 provides 24-hour, seven-day telephone payment using Visa, MasterCard, Discover, or American Express debit/credit cards and the Otay account number. General Customer Service uses the same number Monday–Friday 8:00 a.m.–5:00 p.m.; water emergencies use (619) 670-2207.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Pay by text

Otay does not publish a dedicated text-to-pay keyword, short code, or SMS payment enrollment workflow. Its OnlineBiller portal supports paperless billing, email bill delivery, online payment, and AutoPay; the District’s general website text-message consent says customers may receive District texts and can opt out by replying STOP, but that communications consent is not a bill-payment authorization. Complete payments through the official OnlineBiller portal, 24-hour phone system, mail, or an authorized payment location.

Otay Water District, P.O. Box 51375, Los Angeles, CA 90051-5675. Customers should include the remittance stub and account number and allow time for the payment to reach the District; payments are not credited until received by the District business office.

Counters, drop boxes, and office hours

Participating CheckFreePay merchants are listed through checkfreepay.com or 1-800-309-7668, and the District generally receives those payments electronically within 24–72 hours. CheckFreePay locations may impose their own transaction rules or fee; customers with delinquent or locked accounts should pay at the District office because mail and outside-location deposits are not credited until the District receives them.

No Apple Pay, Google Pay, Zelle, Venmo, or PayPal bill-payment method is published by Otay.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
