Padre Dam’s Water Leak Adjustment Policy allows the Customer Service Manager to adjust one billing period, up to 35 consecutive days, when a broken pipe or plumbing fixture causes exceptionally high usage compared with the property’s history. The leak must be repaired before filing the appeal and within seven days after District notification or discovery. The customer must complete the District leak-appeal form, provide the required documentation and verification, submit it within 30 days of the bill’s mailing date, and pay at least 50 percent of the appealed bill with the application. The account must be current, the adjustment must exceed $50, and normally no more than one leak adjustment is allowed at the same property in 60 months. Padre Dam calculates a consumption base from the prior three-year average for the same billing period, charges that base at normal rates, values excess consumption at wholesale water cost, and limits the adjustment to the lesser of $750 or 25 percent of the original water-flow charge. No adjustment is allowed for customer negligence, failure to respond to alerts or visible warning signs, an irrigation-timer reset, a recoverable third-party loss, or failure to repair within one week after District notice. An approved adjustment requires registration in the District’s online water-use tool and activation of threshold notifications; service remains connected while an appeal is pending, and any balance after the decision is due within 10 days of the mailed determination.

Padre Dam says Proposition 218 prevents it from forgiving or discounting one customer’s bill by subsidizing that customer with other ratepayers, so it does not publish a recurring senior, veteran, or low-income rate discount. Customers experiencing hardship can request an extension, amortization, or alternative payment schedule; the District evaluates the circumstances and sets the terms. For special medical and financial circumstances, Padre Dam offers an arrangement when a licensed primary-care provider certifies that discontinuance would be life-threatening or a serious health/safety threat, the household demonstrates inability to pay through CalWORKs, CalFresh, General Assistance, Medi-Cal, SSI/SSP, WIC, or a sworn statement below 200 percent of the federal poverty level, and the customer agrees to the District arrangement. The arrangement must be approved before day 75 and subsequent bills must remain current.

Padre Dam’s public hardship page directs customers to call the District for payment arrangements and to call 211, a 24-hour referral service that searches for utility-bill, food, health, housing, and charitable assistance. The District does not publish a direct LIHWAP application or an internally administered federal water-credit program. Customers should contact Padre Dam before the day-59 posted notice, provide any CalWORKs, CalFresh, General Assistance, Medi-Cal, SSI/SSP, or WIC eligibility documentation used for the statutory hardship arrangement, and coordinate any county, nonprofit, or state assistance payment so it is posted before the day-76 shutoff date.
