PWD offers a courtesy leak adjustment for extraordinary consumption over a customer’s water allocation. The published policy requires a completed application with facts and supporting documentation, original repair receipts, and a repair completed within 60 days of the consumption increase; the request must be made within 90 days of the first bill in question. Only excess Tier 5/6-equivalent units are rebilled at the Tier 2 rate, while service charges, elevation fees, drought surcharges, and water-quality fees remain payable. The policy limits the adjustment to one account adjustment in any rolling 12 months.

Customer assistance and eligibility

The 2026 Rate Assistance Program provides up to $25 off the monthly service fee for qualifying low-income households, seniors age 62 or older, and veterans of any age with a 1-inch-or-smaller meter. Applicants must meet the District’s CARE-linked income criteria, provide documentation, reapply annually, and apply during the November-June window; the 2026 fund was full at the time of review.
