Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what Rialto Utility Authority / Rialto Water Services, operated by Veolia North America publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

Rialto provides a Water Adjustment Request form for a high bill caused by a repaired leak. The customer must identify the account, explain that a leak existed and was repaired, give the repair date and location, and furnish proof that both the leak and repair occurred. Accepted supporting evidence listed on the form includes a purchase receipt, plumber’s receipt, and/or notarized statement from the repair person. The customer requests the maximum credit, but the published form does not state a universal percentage, gallon calculation, number-of-bills limit, or automatic approval rule; Customer Service reviews the documentation and determines the account adjustment.

Utility assistance

Customer assistance and eligibility

Rialto’s Utility Users Tax program provides a senior exemption for residents age 65 or older and an income-based exemption with household-size income thresholds. The City’s 2026 rate materials also state that the residential UUT is suspended from January 1 through December 31, 2026, providing a temporary household-wide reduction rather than a water-usage credit. The City’s rate-adjustment FAQ says the existing low-income discount program continues at 20% for enrolled customers. The reviewed pages do not identify a separate disabled-veteran discount cap.

State and federal connections

Where to ask for broader aid

Rialto’s Water Enterprise Policy incorporates California SB 998 and provides residential alternatives such as extensions, amortization, payment arrangements, and hardship protections. The City’s low-income discount and UUT exemption processes are local, with senior and income-based application routes through the City. The reviewed official pages do not publish a direct LIHWAP intake, state-assistance payment-posting workflow, or local charity tie-in; customers should call (909) 820-2546 before shutoff and review California’s current LIHWAP resources at https://www.csd.ca.gov/lihwap and county social-service programs.

Build the file before asking Rialto Utility Authority / Rialto Water Services, operated by Veolia North America for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
