How delinquency is handled
Grace period after the due date
At least 19 days after the bill was mailed or presented before the District may process a delinquency penalty; Regulation No. 5 says the penalty cannot be earlier than that point and the bill must remain unpaid into the next billing process.
Late-fee calculation
A delinquent bill incurs a penalty of 10% of the unpaid portion, appearing on the next bill, plus interest at 0.5% per month on the delinquent principal, penalty, and accrued interest until paid. The District may waive the penalty in limited circumstances when a customer contacts SSWD within 19 days after receiving the next bill, gives a reasonable substantial excuse, requests waiver, and immediately pays the delinquency excluding the penalty.
Disconnection timeline
The reviewed Regulation No. 5 establishes the penalty timing but refers termination details to Regulation No. 6 and SSWD's Disconnection of Residential Water Service for Nonpayment Policy. A complete calendar-day shutoff progression was not exposed in the reviewed extract; customers must pay undisputed amounts by the due date and respond to District notices promptly.
