Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what San Gabriel Valley Water Company – Montebello 2 System publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

SGV Water advises customers that unusually high usage is often caused by landscape irrigation leaks, broken sprinkler heads, leaky or constantly running toilets, or open valves. Customers should stop discretionary use, inspect indoor and outdoor plumbing, observe the meter with all fixtures off, document the meter read and repair, and contact Customer Service. The reviewed current public materials do not publish an automatic private-leak credit formula, invoice-receipt deadline, or lifetime cap. A disputed bill or investigation initiated within five days receives review protection, and the Utility may permit installment repayment over a reasonable period up to 12 months; preserve dated plumber invoices, photographs, meter readings, and post-repair usage for the account review.

Utility assistance

Customer assistance and eligibility

SGV Water's Customer Assistance Program provides a reduced water-bill service charge for qualifying low-income residential customers with a 1-inch-or-smaller meter. For June 1, 2026–May 31, 2027, the published gross-income limits are $43,280 for one or two persons, $54,640 for three, $66,000 for four, $77,360 for five, $88,720 for six, $100,080 for seven, $111,440 for eight, plus $11,360 per additional person. The applicant must be named on the bill, cannot be claimed as another taxpayer's dependent, must provide income or CARE/public-assistance proof, renew every two years or sooner if asked, and notify SGV within 30 days of ineligibility. The exact Montebello 2 dollar credit follows the current CAP tariff schedule.

State and federal connections

Where to ask for broader aid

SGV Water publishes a CAP application in English and Spanish and accepts hand-delivered, mailed, or scanned emailed applications; approved discounts begin with the next bill. Eligibility can be supported through CARE, qualifying public-assistance programs, or the current household-income limits. The CPUC residential policy also recognizes CalWORKs, CalFresh, general assistance, Medi-Cal, SSI/SSP, and WIC evidence for medical-hardship protections and payment arrangements. SGV Water does not publish a dedicated LIHWAP URL or named charity for Montebello 2 arrears; customers should call (626) 448-6183 and separately check current California, Los Angeles County, and nonprofit resources.

Build the file before asking San Gabriel Valley Water Company – Montebello 2 System for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
