Mail-in address

City of San José, P.O. Box 888242, Los Angeles, CA 90088-8242. Mail the check with the payment stub in the City-provided return envelope; payments are processed when received rather than by postmark, and the City recommends mailing several days before the due date.

Counter hours are Monday–Friday 8:30 a.m.–5:00 p.m., excluding holidays. The City accepts cash, check, money order, credit card, and debit card in person. A drop box at the same Customer Contact Center, at the 6th and Santa Clara Street entrance, accepts sealed envelopes containing checks and payment stubs 24 hours a day; never place cash in the drop box. Payments are collected daily during regular business hours, although non-online payments can take up to five days to post.

What you can use online

E-Bill Express supports one-time and recurring online payment using card or ACH/e-check rails; the City’s payment resources state that online ACH/e-check avoids the card-processing charge. The 24-hour phone channel also accepts an automated payment, while the public pages do not list Apple Pay, Google Pay, PayPal, Venmo, or text-to-pay. Exact card-network availability is not enumerated on the Muni Water page, although City counter materials identify credit and debit cards as accepted in person.

2026 transaction pricing

Convenience fees

A third-party service fee of 2.66% is collected on card payments. The City states that online ACH/e-check, in-person cash or check, and mailed checks avoid this card-processing fee. The fee is described as a payment-processing charge collected by Wells Fargo Merchant Services rather than a water-rate component.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by San José Municipal Water System (Muni Water) – City of San José Environmental Services Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
