Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what Santa Cruz Municipal Utilities (SCMU) publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

SCMU accepts leak adjustments for extraordinary, non-recurrent leaks outside the customer's control, such as a leak behind a wall, under a structure or on the mainline. The written application must be received within 30 days after the bill date of the first affected cycle, the leak must be repaired and repair evidence such as before/after photographs or a plumber invoice must be provided. The affected bill must exceed Tier 1; SCMU uses hourly or quarter-hourly meter data to estimate leak volume and re-rates leaked Tier 2/Tier 3 volume to Tier 1, while variable sewer charges are adjusted to regular non-leak consumption. Visible toilets, faulty timers, irrigation leaks and customer negligence are excluded.

Utility assistance

Customer assistance and eligibility

SCMU's Single-Family UCAP is available to qualifying single-family account holders enrolled in PG&E CARE, CalFresh, Medi-Cal/Medicaid, WIC, SSI, CalWORKs or General Assistance. The current monthly credit is $58 inside Santa Cruz or $25 outside the City, representing about 25% of an average bill, for up to 24 months; amounts are reassessed annually. Good-standing participants also receive late-fee waivers and early leak notifications.

State and federal connections

Where to ask for broader aid

SCMU directly integrates eligibility with PG&E CARE and multiple public programs—CalFresh, Medi-Cal/Medicaid, WIC, SSI, CalWORKs and General Assistance—through UCAP. The City also requires SB 998 payment-arrangement protections for designated low-income customers and offers future-dated arrangements to all customers; no separate charity lockbox is identified.

Leak and assistance notes

Build the file before asking Santa Cruz Municipal Utilities (SCMU) for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
