Grace period after the due date

A current residential bill or alternative payment arrangement may be delinquent for at least 60 days before Vista may discontinue water service. The written discontinuation notice must be provided at least 14 days before service is discontinued.

The 2026 Vista rate schedule lists an $18.00 late penalty. Additional delinquency-related fees listed by the District include an $82 mailed delinquent door hanger, $46 delinquent door hanger, $184 delinquent lock, $59 delinquent-lock hardship amount, and $203 broken-lock/after-hours or meter-related charges as applicable; the exact charge depends on the action taken.

Disconnection timeline

Vista may discontinue service when the current water bill or payment arrangement is delinquent at least 60 days. It must provide written notice at least 14 days before discontinuation; hardship customers may qualify for a payment agreement and an extension of up to 12 months when medical and financial documentation is supplied. Water is restored only after delinquent charges and penalties are paid.
