Mail, text, and in-person payment instructions
Pay by text
The District’s iPaySmart launch material says the new portal can send text notifications and provides the option to pay through text after the customer registers. The official material does not publish a text short code, keyword, or complete SMS opt-in sequence. Customers should create the iPaySmart account at the portal, verify the mobile number and notification preferences, and use the portal’s enrollment prompts; if the text option is not displayed, call Customer Service at (909) 875-1804 rather than sending payment to an unverified number.
Mail-in address
West Valley Water District, P.O. Box 102060, Pasadena, CA 91189-2060. The February 2026 bill illustration also identifies the District’s administrative mailing address as P.O. Box 920, Rialto, CA 92377-0920; customers should use the remittance address printed on the current bill for lockbox processing and include the account number with the payment.
Counters, drop boxes, and office hours
The main customer-service office is West Valley Water District, 855 W. Base Line Road, Rialto, CA 92376. Customer-service counter hours are Monday 8:00 a.m.–5:30 p.m., Tuesday 9:00 a.m.–5:30 p.m., and Wednesday through Friday 8:00 a.m.–5:30 p.m.; it is closed Saturday and Sunday. A payment drop box is located in front of the Customer Service entrance at 855 W. Base Line Road. Customers can also pay cash through PayNearMe at participating CVS Pharmacy, 7-Eleven, and Family Dollar locations, and at J Check Cashing, 11391 Cedar Avenue, Unit A, Bloomington, CA 92316, open daily 9:30 a.m.–6:00 p.m.; J Check Cashing payments may take two days to reach the District. In-person payments should be made with legal tender, check, money order, or the card types accepted at the counter; confirm any card limitations with the office before visiting.
