What the public record says about a leak adjustment
Wilmington provides a formal Water Bill Appeal/Leak or Meter Dispute form. A one-time verified-leak adjustment may cover broken/burst pipes, toilets, faucets, irrigation failures or other unintentional customer-side losses after repair; a licensed plumber/qualified-contractor invoice or receipt, proof of payment, dated documentation and, when available, before/after photos and meter readings should be submitted. Public Works reviews each case and generally adjusts only part of excess usage above normal consumption. A separate meter dispute may be requested; if testing finds the meter more than 4% fast or slow, bills are adjusted, while a meter within tolerance may leave the bill unchanged and the customer may owe testing cost.
