Pay by text
Clearwater customers can enroll in Pay by Text from the online InvoiceCloud payment flow. The official instructions require the utility account number as shown on the invoice, then direct the customer to select the Pay by Text enrollment link while making an online payment. The same portal can send bill text notifications, and the InvoiceCloud account locator provides a dedicated Pay by Text enrollment path; no separate keyword or short code is published.
Mail-in address
City of Clearwater, Utility Customer Service, P.O. Box 30020, Tampa, FL 33630-3020. Checks should be payable to City of Clearwater, include the utility account number, and be mailed with the payment stub. The City also accepts check drop-box payments through its published alternative-payment options.
Counters, drop boxes, and office hours
Utility cashier and payment services are at the Municipal Services Building, 100 S. Myrtle Ave., Clearwater, FL 33756, with a drive-up option. Regular hours are Monday–Friday 8:00 a.m.–5:00 p.m.; lobby customer-service assistance is 8:00 a.m.–4:00 p.m., excluding City holidays. Phone lines close daily from 12:30–1:30 p.m. Walk-in and drive-up payments by cash, check, or money order have no convenience fee; credit/debit card payments at the counter incur the published $3.07 fee. The City also lists online, phone, mail, direct-debit, text, drop-box, and Amscot alternatives.
