Pay by text

The City advertises Xpress Bill Pay account registration, paperless billing, email notifications, stored payment information, and a phone-payment service, but its current public page does not publish a dedicated text-to-pay keyword, short code, or SMS opt-in sequence. Customers should use the Xpress Bill Pay account or call the City for current text-payment availability.

Mail-in address

City of Hialeah Department of Public Works, 3700 W. 4th Avenue, Hialeah, FL 33012. Customers may use the addressed envelope included with the bill and should follow the account/payment instructions printed on that bill. The City also provides check-or-money-order drop boxes at the Department of Public Works.

Counters, drop boxes, and office hours

The Department of Public Works, 3700 W. 4th Avenue, Hialeah, FL 33012, has a drive-through payment window open Monday–Friday 7:00 a.m.–5:00 p.m. A front-door drop box is available Monday–Friday 8:30 a.m.–5:00 p.m. for checks or money orders only; a drive-through-window drop box is available 24 hours a day, seven days a week, also checks or money orders only. Customers may pay cash at any Amscot with the account number and may pay at the City Hall Cashiers' Office, third floor, 501 Palm Avenue, Hialeah, FL 33010. The City also offers bank electronic bill pay and a City app.

Xpress Bill Pay is used for City water/sewer and solid-waste accounts and supports online account payments with stored payment information; the City separately provides phone payment, bank electronic bill pay, and its mobile app. The public City page does not enumerate every Xpress Bill Pay card brand on the current payment page, so customers should use the live checkout disclosure for card/eCheck availability.

Convenience fees

The current City online-payment page identifies Xpress Bill Pay but does not state a universal 2026 card or eCheck convenience-fee amount. Any Xpress merchant fee, phone fee, or third-party Amscot charge should be confirmed at checkout or with the processor; cash/check/money-order drop-box payments avoid an online processor fee.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Hialeah Water & Sewer Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
