The direct portal is the fastest route when it is available. The provider identifies its payment gateway as KUBRA. Never enter account credentials into a lookalike site reached through an unsolicited message.

Mail, text, and in-person payment instructions

Pay by text

JEA's current customer-alert material supports text notifications and outage reporting after a customer registers an online account and chooses alert preferences. Customers can text OUT to MyJEA (69532) to report an outage and text HELP to 665600 or 69532 for assistance. The current residential payment page does not publish a separate text-to-pay enrollment keyword or an SMS credential/payment flow, so text-to-pay is recorded as not publicly stated while bill-ready email, eBill, and KUBRA online payment remain available.

JEA, P.O. Box 45047, Jacksonville, FL 32232-5047. Checks or money orders should include the JEA account number and be payable to JEA.

Counters, drop boxes, and office hours

The JEA Customer Solutions Center is at 225 N. Pearl Street, Jacksonville, FL 32202, open Monday-Friday 8:00 a.m.-5:00 p.m., excluding weekends and major holidays; representatives handle start, stop, transfer, and payment transactions. Customers can also use JEA-authorized neighborhood payment locations, where payments are credited within approximately one hour, and the online payment-location finder identifies current sites. JEA's published options distinguish official cash/check payments from vendor card processing; customers should confirm each authorized location's accepted instruments and hours before visiting.

What you can use online

JEA's KUBRA-powered online and phone payment channels accept checking-account ACH/bank-account payments and Visa, Mastercard, Discover, and American Express credit or debit cards. The My JEA account supports AutoPay, scheduled bank-account payments up to 30 days in advance, Fast Pay with a saved card, Guest Pay by account lookup, and KUBRA Boost links for another person to contribute. Cash and check remain available through in-person or mail channels and are not digital instruments.

2026 transaction pricing

Convenience fees

KUBRA's pass-through card service fee is tiered by total payment: $2.35 for payments up to $400, $8.95 for $400.01-$1,000, and $40.00 for $1,000.01-$2,500. The same schedule applies to eligible JEA online and phone credit/debit payments. Bank-account/ACH payments, cash, and checks remain fee-free. The fee is charged by the payment processor rather than retained by JEA.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Payment guidance

Choose the payment channel that fits your deadline

The safest payment path is the one published by JEA Water and Wastewater and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
