What the public record says about a leak adjustment
South Bend charges for water passing through the meter and does not offer residential leak adjustments, though staff can help arrange payment plans. Residential sewer is winter-quarter capped; a written review may be requested if a winter leak artificially raises the annual sewer maximum. Nonresidential customers may request a sewer-only adjustment when they provide contact details, dates, repair description and receipts, proof the leaked water did not enter the sewer, and usage meets the city thresholds of at least double average, at least 20 CCF above average, and at least 30 CCF total; staff monitor at least two post-repair billing cycles and may credit 0%-100% of excess sewer charges, for no more than two bills.
