Pay by text

The current Billings customer portal supports Pay By Text enrollment. Customers create or access their online profile at accountadmin.billingsmtpublicworks.gov, verify the account, and select the Pay By Text option in the portal. The reviewed public pages do not publish a keyword or short code; the portal controls enrollment and payment-method authorization.

Mail-in address

City of Billings Utilities Service Center, 2251 Belknap Avenue, Billings, MT 59101. The City’s billing update expressly directs customers who cannot pay online to mail a check to the Customer Service Center at this address.

Counters, drop boxes, and office hours

Payments may be delivered to the Utilities Service Center at 2251 Belknap Avenue, Billings, Montana 59101, Monday through Friday 8:00 a.m. to 5:00 p.m.; the service center accepts in-person checks and provides a drop box. A second listed drop-box/payment location is City Hall on North 27th Street and 2nd Avenue North. Drop boxes are collected daily and posted the next business day. The City advises customers to confirm current counter and instrument requirements before visiting.

The online and telephone systems support electronic bank-account payments and credit/debit-card payments; the portal also offers AutoPay, paperless billing, one-time guest payment, and Pay By Text. The current public pages do not enumerate card brands or mobile wallets. Personal checks may be mailed or delivered in person but are not digital instruments.
