Mail, text, and in-person payment instructions
Pay by text
Charlotte Water does not advertise a text-to-pay enrollment keyword in the current bill-pay materials. Customers can use the online portal for paperless billing, recurring payments, account history, and bank-account payment, and can sign up for separate time-sensitive outage, spill, advisory, and service alerts by phone, e-mail, or text. Customers should use the official portal or call 311/704-336-7600 rather than enter payment credentials in an unsolicited text message.
Mail-in address
City of Charlotte, P.O. Box 5053, Boone, IA 50950-0053. Mail a check or money order payable to the City of Charlotte and include the bottom portion of the utility bill. Customers should mail early enough for receipt and posting; the City’s payment terms recommend initiating online instructions at least four business days before the due date because payment receipt, rather than instruction date, determines timeliness.
Counters, drop boxes, and office hours
Walk-in payments are accepted at the Charlotte-Mecklenburg Government Center, 600 E. Fourth Street, Charlotte, NC 28202, Monday through Friday, 8:00 a.m. to 5:00 p.m.; the counter accepts cash, check, Visa, Mastercard, debit card, and Diners card. A drop box at 600 E. Fourth Street accepts checks or money orders payable to the City and should include the bill stub. Authorized KUBRA EZ-PAY retail locations include CVS, 7-Eleven, Family Dollar, Walmart, and Walgreens; those locations are cash-only, require a reusable account-specific barcode/pay slip, and post payments made before 5:00 p.m. the same day, seven days a week, with a $1.49 KUBRA retail fee. Western Union locations may still accept payments, but unauthorized locations may not post the same day. The 5100 Brookshire Boulevard administration address does not accept water-bill payments.
