Tulsa does not publish a text-to-pay keyword or SMS reply-to-pay enrollment procedure on its current utility payment pages. Customers can register for the MUNIS account portal, view bills, meter reads, and consumption history, and may receive ordinary City notifications; payment must be submitted through the official portal, IVR, City Hall, or an authorized payment location.
Mail-in address
City of Tulsa Utilities, Tulsa, OK 74187-0003. Customers should use the payment address printed on the bill, include the bill stub and account information, and allow for mailing/posting time because the City warns that mailed or unauthorized-agency payments can take up to 10 days to post.
Counters, drop boxes, and office hours
Primary in-person payment location is Tulsa City Hall, 175 E. 2nd Street, Tulsa, OK; customers should bring the bill. The City also accepts payments at authorized payment locations listed through its payment-location finder, and the current payment-options page identifies expanded walk-in locations and warns against unauthorized agencies. City Hall and retail hours vary by location; customers should verify the current location listing. For payment arrangements or cutoff disputes, visit Customer Service at the public entrance near 2nd & Cincinnati during regular business hours. Payment in full of the past-due amount is required before restoration.
