Telephone payment

(605) 367-8131, the Utility Billing interactive voice response system, available 24 hours a day, seven days a week for card payments. Beginning July 6, 2026, the City announced that phone card payments would be discontinued and callers would be directed to online or secure-link alternatives; customers should confirm the current prompt before attempting payment.

Pay by text

The upgraded OneMeter/InvoiceCloud payment system supports billing-related SMS notifications and Text-to-Pay reminders. Customers register at onemeter.siouxfalls.gov, link the account using the bill information, provide a mobile number, and authorize the saved payment method when prompted. Standard message and data rates may apply; the reviewed pages do not publish a separate keyword or short code.

Mail-in address

City of Sioux Falls, Utility Billing, P.O. Box 7402, Sioux Falls, SD 57104-7402. The City includes pre-addressed envelopes with mailed bills; customers should use the remittance address printed on the current statement if it differs.

Counters, drop boxes, and office hours

Utility Billing accepts payments at City Center, 231 N. Dakota Avenue, Sioux Falls, during regular business hours, Monday through Friday 8:00 a.m. to 5:00 p.m. Accepted in-person methods include cash, check, credit/debit card, and the no-fee automated ACH payment plan. A City Hall location at 224 W. Ninth Street also handles city payment functions; customers should confirm the correct cashier window before visiting.

Online OneMeter options include no-fee ACH, credit card, debit card, Apple Pay, Google Pay, PayPal, and e-check. The City also offers automated ACH enrollment and historical paperless/account notifications. Card payments carry a service fee, while automatic ACH is the published no-fee alternative.

Convenience fees

The City states that credit and debit card payments include a card service fee beginning January 5, 2026, but the reviewed current rate and payment pages do not expose the exact flat amount or percentage. ACH, automated bank draft, and e-check are identified as no-fee options; the live checkout should display the card charge before confirmation.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by City of Sioux Falls Water Division / Utility Billing and matched to the account information on your bill.
