What the public record says about a leak adjustment
First Utility's leak-adjustment form requires an itemized repair bill from a licensed plumber, or dated receipts and photographs when the customer performs the repair. The request must be submitted within 90 days of the first bill reflecting the leak. While the request is reviewed, the customer must continue paying an average monthly bill determined by the district; failure to do so may interrupt service. The form states that an application does not guarantee an adjustment and that an adjustment is made only after requirements are met and usage returns to normal; the reviewed form does not expose the final mathematical credit formula.
