Leak relief and household assistance

A high water bill may have a path to review

Hidden plumbing failures can produce an alarming bill before the problem is visible. This guide separates what CITY OF BEAUMONT WATER UTILITY DEPT publicly describes from the practical steps every customer can take while requesting help.

Provider-specific review

What the public record says about a leak adjustment

Beaumont provides an official Leak Repair Adjustment application. The customer must submit it to Customer Service within 60 days after repair completion, and the City limits consideration to two applications in a 12-month period. Residential and commercial applicants must document the repair with receipts for parts or a billed plumber/company invoice; commercial repairs require a licensed plumber and license number. The form records the break and repair dates, repair location/type, account identity, and customer signature. The City may inspect the repair, places the request in a stated 90-day review process, and requires the customer to continue paying billed usage while the request is pending; nonpayment can still cause disconnection and service charges. The public form describes the evidentiary and timing requirements but does not publish a percentage or formula for the final adjustment.

Utility assistance

Customer assistance and eligibility

The City publishes no fixed utility-credit cap on the current Water Billing pages. Qualifying customers may be considered for payment plans, extended due dates, and/or waiver of late fees by contacting Water Customer Service. Beaumont also offers a senior-citizen rate exemption for applicants age 65 or older, with one exemption per person in a single-dwelling household and age-identification documentation; FY2026 senior water rates are $11.11 for the first 1,000 gallons plus $5.68 per additional 1,000 gallons.

State and federal connections

Where to ask for broader aid

No Beaumont-specific LIHWAP, state water-assistance application URL, or charity processing workflow is identified on the current official Water Billing materials. The City directs qualifying customers to Water Customer Service for payment plans, extended due dates, or possible late-fee waivers; contact 409-866-0023.

Leak and assistance notes

Build the file before asking CITY OF BEAUMONT WATER UTILITY DEPT for relief

A high bill can have several causes, including a hidden plumbing failure, irrigation use, a meter issue, a change in occupancy, or a rate adjustment. The provider’s leak policy determines whether any credit is available; an unusually high bill does not automatically qualify.

Keep a dated record of the reading, the suspected source, the repair, the contractor or parts receipt, and the return to normal use. Ask whether the utility requires a specific form, a licensed repair, a meter test, photos, or a request within a fixed number of days.

For income-related difficulty, ask about local assistance, payment arrangements, state programs, and community referrals separately from a leak adjustment. These programs often use different applications, documents, funding limits, and deadlines.
