Mail-in address

City of Devine Utility Department, 303 S. Teel Drive, Devine, TX 78016. The City accepts mailed payments and provides a night/drop slot under the drive-through window; no cash should be placed in the slot.

Counters, drop boxes, and office hours

City Hall/Utility Department is at 303 S. Teel Drive, Devine, Texas 78016. Lobby and drive-through hours are Monday–Friday, 8:00 a.m.–5:00 p.m.; the drive-through is for utility payments only and no walk-ups are accepted at the window. Accepted instruments include cash, checks, credit/debit cards, money orders, and cashier's checks; postdated checks are not accepted. A 24-hour night drop is under the drive-through window and accepts noncash payments.

Online credit/debit-card payment is available through the City portal; the City also accepts bank-draft/payment arrangements through its office processes. Credit cards are not accepted by phone.

The City charges a 5% processing fee on all credit-card transactions. The current page does not state a separate online ACH fee.
