Use the official payment portal

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as The City announced a transition to Xpress Bill Pay beginning June 1, 2026, with paperless billing, full bill presentation, history, auto-pay, and email reminders. The official pages identify the legacy Tyler Municipal Online Services deep link above but do not expose the new Xpress Bill Pay customer URL; customers should follow the current City FAQ’s live online-payment link once published.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Telephone payment

Phone IVR

No current City payment-by-phone number is endorsed on the July 2026 utility page; the City explicitly warns that it does not take payments by phone and that staff will not call to request payment. Older municipal instructions listed Tyler IVR numbers, but those should be treated as retired or transitional. Utility Billing customer service is 972-875-1234.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

The current City FAQ describes email notifications and reminders through the new online platform but does not publish a text-to-pay keyword or SMS payment checkout. Customers may receive portal reminders after enrolling in the new Xpress Bill Pay account; text enrollment instructions and payment keywords are not publicly specified.

Mail-in address

City of Ennis Utility Billing, P.O. Box 220, Ennis, TX 75120. Customers should detach the payment stub and mail a personal check, cashier’s check, or money order.

Counters, drop boxes, and office hours

Utility Billing is at 107 N. Sherman Street, Ennis, TX 75119, Monday through Friday 8:00 a.m.–5:00 p.m. In-person payment accepts cash, checks, Visa, MasterCard, Discover, and PIN-less debit cards. A night drop box is located at City Hall; checks, cashier’s checks, or money orders should be sealed with the customer name and account number. The City’s utility page directs customers to the Service Center for water/sewer emergencies rather than treating the emergency line as a payment counter.

What you can use online

The new Xpress Bill Pay platform is intended to accept saved payment methods, auto-pay, and online card/eCheck payments. The current FAQ identifies credit/debit cards and eCheck/EFT as processor channels, while free bank draft from a checking account remains available through the City’s authorization program. No Apple Pay or Google Pay support is published.

2026 transaction pricing

Convenience fees

The current Ennis FAQ states that the new processor charges a minimum of $3.00 or 3.00% for card payments up to $500, whichever is greater; card payments above $500.01 are charged 3.50% of the transaction. eCheck/EFT is a flat $2.00 per transaction. The City says it does not retain or waive these third-party fees. The legacy platform’s older fee schedule should not be used for the new portal.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Ennis Utility Billing Department and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
