What the public record says about a leak adjustment
The City allows a leak adjustment only when increased usage results from an underground pipe burst or hidden leak. Toilets, faucets, and sprinkler-system problems are excluded. The customer must submit proof of repair, such as a plumber's bill stating the repair date and leak location, to the Water Department for review; the published formula adjusts only 50% of the excess above normal usage and calculates that adjusted portion at the current volume plus pass-through rate. The City provides a Leak Adjustment Request Form.
