Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

Bills are due 14 days after the billing date. The current Water Utility Billing page states that after 21 days the account is subject to a $5 penalty; the City code also describes delinquency on the 22nd day after billing. Customers should not assume an additional grace period beyond the posted due date.

Late-fee calculation

A $5.00 penalty applies after 21 days from the billing date under the current Water Utility Billing page. The code provides for delinquency on the 22nd day, with any applicable service fees and delinquent amounts due before restoration. A utility lien for delinquent municipal services can bear 10% annual interest under the code when lien procedures are used.

Disconnection timeline

Bills are due on day 14 after billing and become delinquent on day 22. The code authorizes discontinuance if the bill remains unpaid for seven days after its due date, so the practical shutoff threshold is approximately day 21–22 depending on the billing notice and office calendar. Service resumes only after the delinquent water/sewer bill and service fee are paid; the ordinance also provides a right to a hearing before discontinuance.

Statutory warning protocol

What notice should you expect?

The City code and current utility page establish the due/delinquent sequence but do not document a separate door hanger, pink notice, automated telephone sequence, or text warning. Customers may use City alerts and the water office’s billing channels, but the legally operative notice and cutoff dates are the bill/code notices issued by the City.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

The code requires a service fee in addition to the delinquent bill before reconnection, but the current public utility pages do not expose the exact standard-hours amount. The code separately describes an after-hours/weekend/holiday service context for water operations, but no current dollar differential was found; confirm the service fee with Water Utility Billing at 903-784-9270 before paying.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from City of Paris Water Utility Billing Division should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
