Utility Billing is on the first floor of Pharr City Hall, 118 S. Cage Boulevard, Pharr, Texas 78577. A utility payment substation is at Junior's Supermarket, 651 S. Cage Boulevard, open Monday–Sunday 7:00 a.m.–10:00 p.m. The City also provides payment through the online portal, by mail, and by phone.
