Counters, drop boxes, and office hours

Water Customer Service is temporarily located at the City Hall Annex, 2360 Campbell Creek Blvd. Suite 550, Richardson TX 75082, Monday-Friday 8am-5pm. The City accepts American Express, Discover, MasterCard, and Visa for phone/online/card transactions; cash and checks are accepted in person for deposits and applicable account transactions. The current payment page states that drive-through service is temporarily unavailable and the night depository is closed because of the City Hall fire. Customers should bring both portions of the bill to the Customer Service counter; no current staffed third-party payment locations are listed.

The City accepts American Express, Discover, MasterCard, and Visa for online account payments and live phone payments. It also provides no-cost automatic bank drafting from a checking account and recurring credit-card payment, plus paperless e-billing. Cash and checks are accepted in person for service deposits and account applications; the current public payment page does not list Apple Pay, Google Pay, PayPal, or eCheck as separate supported methods.

Convenience fees

No additional cost is published for automatic bank drafting or recurring payments. The City does not state a separate 2026 online card convenience fee on the current Pay Your Bill page; confirm any checkout disclosure in the Discovery portal before submission.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by City of Richardson Water Customer Service / Water Utility and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
