The direct portal is the fastest route when it is available. The provider identifies its payment gateway as Tyler Technologies Municipal Online Services. Never enter account credentials into a lookalike site reached through an unsolicited message.

A dedicated this detail was not publicly posted. The current Pasco payment pages document online portal, autopay, mail, kiosk, in-person, and automated phone payment, but do not publish a text-to-pay keyword, short code, or enrollment workflow.

Mail-in address

City of Pasco Utility Billing, PO Box 491, Pasco, WA 99301. Utility Billing’s administrative mailing block also lists PO Box 293 with the City Hall address, while the payment-options sheet specifically designates PO Box 491 for water/sewer remittances; customers should use the remittance address printed on the current bill.

Counters, drop boxes, and office hours

Third Ave., Pasco, WA 99301; Monday-Wednesday and Friday 8:00 a.m.-5:00 p.m., Thursday 8:00 a.m.-4:00 p.m., closed weekends and holidays. The counter accepts cash, check, money order, and debit card, but representatives cannot take payments over the phone. US Payments kiosks are at City Hall, Franklin County PUD at 1411 W. Clark Street, and the HAPO Center at 6600 Burden Boulevard; kiosks accept cash, check, money order, debit, or credit cards and do not give change. Drop boxes at City Hall and the HAPO Center accept checks or money orders.

What you can use online

The current Tyler portal accepts Visa, Mastercard, Discover, American Express, and eCheck/ACH. The City’s payment-options material also describes debit and credit card or checking-account payments. Current Pasco guidance says ACH and debit-card payments have no fee, while credit-card transactions carry a processing fee; exact fee amount is not published on the current public page.

2026 transaction pricing

Convenience fees

No fee for online bank-account ACH or debit-card payments. A processing fee applies to online credit-card payments, but the current 2026 Pasco pages do not publish the exact flat amount or percentage. The City also states that official Paymentus/US Payments routes were fee-free during the prior software transition, but the current portal is Tyler Technologies and its credit-card fee should be verified at checkout.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by PASCO WATER DEPARTMENT and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
