Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

More than 30 days past due places an account in delinquent status. The public FAQ does not promise a separate grace period after the printed due date; any unpaid past-due balance is subject to disconnection at any time.

Late-fee calculation

The reviewed 2026 customer FAQ does not publish a separate percentage late charge. It states that unpaid bills more than 30 days past due are delinquent, that customers are notified by phone call and letter, and that a missed payment on an installment arrangement immediately fast-tracks the account back into disconnect status. Returned checks are subject to a $37 fee according to the published miscellaneous-fee schedule.

Disconnection timeline

The published progression is: the monthly bill shows any past-due amount; once the unpaid balance is more than 30 days past due the account is delinquent; the customer receives phone and letter notification; and an unpaid past-due account may then be disconnected at any time. The official FAQ does not state a fixed calendar day between the notice and physical shutoff. A payment arrangement can prevent disconnection if maintained, but a missed installment immediately returns the account to disconnect status.

Statutory warning protocol

What notice should you expect?

Central Alabama Water says the monthly bill identifies past-due amounts and that delinquent customers are notified by both telephone call and letter. It does not publish a current notice color, number of days between notices, text-alert sequence, door hanger protocol, or statutory notice template.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

$63.00 for a delinquent residential reconnection involving a meter two inches or smaller, with the entire account balance required; the published fee schedule lists $101.00 for meters larger than two inches. An after-hours service fee of $107.00 applies when service is requested after 3:00 p.m. The customer may also owe a deposit, outstanding balance, or other applicable charges.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Central Alabama Water (successor to Birmingham Water Works Board) should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
