The current Phoenix City Services Bill and ePortal pages reviewed describe online guest payment, account login, AutoPay, paperless billing, mail, Chase Bank, a City pay station, and automated telephone payment, but do not publish a text-to-pay keyword, short code, or enrollment procedure.
Mail-in address
City of Phoenix; P.O. Box 29100; Phoenix, AZ 85038-9100. The City’s payment instructions say to make checks or money orders payable to City of Phoenix, send no cash, include the payment coupon, and write the 10-digit account number on the check in black or blue ink.
Counters, drop boxes, and office hours
The published payment instructions identify the City of Phoenix Payment Center/pay station at 305 W. Washington Street, Phoenix, AZ 85003, open Monday through Friday from 8:30 a.m. to 5:00 p.m. excluding City holidays. Current bills may also be paid at any Chase Bank during normal branch hours, generally 8:00 a.m. to 5:00 p.m. Monday through Friday; Chase does not accept delinquent payments under the City’s printed instructions. The City has historically operated additional pay stations, but a current 2026 list of every station, counter, drop box, and desk-specific accepted instrument is not published on the reviewed customer page. Cash is accepted at Chase branches according to City equity materials; the current customer handout confirms the pay-center location and says the City’s payment options include credit/debit online, phone, mail, and in-person service.
