Mail-in address

City of La Habra, P.O. Box 511799, Los Angeles, CA 90051-1777. The live CivicPay portal warns that, effective April 20, 2026, the former Pasadena lockbox is inactive and checks sent there are returned; bank bill-pay customers must manually enter the new address because the City is not connected to bank auto-population systems. Include the account number and bill information so the payment posts correctly.

Counters, drop boxes, and office hours

Water Billing and the cashier are at City Hall, 110 East La Habra Boulevard, La Habra, CA 90631. Customer-service hours are Monday–Thursday 7:30 a.m.–6:00 p.m. and alternate Fridays 7:30 a.m.–4:30 p.m., except City holidays; City Hall is closed every other Friday. Customers establishing service must apply in person with identification, proof of legal possession, required account information, and payment. The City’s payment materials identify a drop box outside City Hall and conventional check/cash handling, but do not publish a separate staffed satellite payment center or a complete counter-specific card-acceptance schedule. The portal’s 2026 service notice is the controlling source for mailed lockbox payments.
