Mail, text, and in-person payment instructions

The City of Oxnard's current utility-payment pages do not publish a text-to-pay keyword, SMS enrollment flow, or recurring text-payment option. Customers can use Click2Gov, the telephone IVR, automatic payment, mail, the drop box, 7-Eleven cash payment, or the in-person service window. EyeOnWater can send leak and usage notifications, but it is a monitoring service rather than a text-to-pay enrollment program.
Mail-in address
City of Oxnard Utility Billing, PO Box 741610, Los Angeles, CA 90074-1610. The payment-options page directs customers to mail the bill payment to this lockbox address; customers should include the payment stub and account information and should not mail payment to the water-operations emergency address.
Counters, drop boxes, and office hours
Utility Billing service is provided at the Oxnard Service Center, 214 South C Street, Oxnard, CA 93030. The current service-window schedule is Monday–Thursday 9:00 a.m.–4:00 p.m. and Friday 9:00 a.m.–4:00 p.m., with alternate Fridays closed; the center's general lobby hours are Monday–Thursday 8:00 a.m.–4:00 p.m. and alternate Fridays 9:00 a.m.–4:00 p.m. Payments can also be placed in the exterior drop box at 214 South C Street, and cash payments are available at participating 7-Eleven stores following the instructions on the bill. The official pages specifically describe check or money-order drop-box payments and the IVR card/checking methods; customers should confirm desk payment instruments before arriving.
