Pay City of Roseville Environmental Utilities – Water Division

Use the provider’s verified online, telephone, mail, or counter instructions. Check the final confirmation screen for the amount, processing date, and any transaction fee before submitting.

The direct portal is the fastest route when it is available. The provider identifies its payment gateway as City of Roseville Customer Self Service (CSS); the public payment pages do not identify a separate third-party portal vendor.. Never enter account credentials into a lookalike site reached through an unsolicited message.

Have your account number and payment instrument ready. Follow the provider’s recorded prompts and retain the confirmation number.

Mail, text, and in-person payment instructions

Pay by text

Log into the Roseville Customer Self Service portal at https://roseville.ca.us/billpay, open the left-hand Pay-by-Text menu, select the notification preference, enter the phone number, and choose Save Changes. The City does not publish a separate SMS keyword or short code; the portal enrollment controls the text notifications and payment workflow.

Mail-in address

The current public payment page directs customers to the City’s mail payment channel and account bill instructions but does not display a standalone 2026 remittance address in the page text. Customers should use the address printed on the current City bill, include the account number and payment stub, and allow enough time for receipt before the due date; past-due accounts should be handled through Customer Care at 916-774-5300.

Counters, drop boxes, and office hours

Utilities Customer Care, 116 South Grant Street, Suite 100, Roseville, CA 95678, open Monday through Friday, 8:00 a.m. to 5:00 p.m.; closed weekends. The City provides a drive-up payment box on East Washington between Vernon Street and Atlantic Street and a walk-up box near the Customer Care center on the walkway from the parking garage. In-person payment accepts check, Visa, MasterCard, Discover, money order, or cash with no fee. Payments received after 4:00 p.m. in the drop boxes post the next business day.

What you can use online

Residential and commercial customers may pay through CSS by bank account/EFT check, and residential customers may use Visa, MasterCard, or Discover. Residential customers have no payment fee. The 24-hour IVR supports bank-account payment and residential Visa, MasterCard, or Discover; commercial IVR payments are bank-account only. Customers may use AutoPay, scheduled payment, automated bank draft, paperless billing, and the portal’s pay-by-text feature. American Express is listed by the FAQ as an online credit-card option, while the current payment page’s principal residential list names Visa, MasterCard, and Discover.

2026 transaction pricing

Convenience fees

No fee for residential customers for online, IVR, pay-by-text, or other listed payment methods. Commercial customers choosing MasterCard or Discover are charged 2.95% of the transaction or a $1.95 minimum, whichever is higher, including web, POS, IVR, kiosk, pay-by-text, and AutoPay channels. A returned check or EFT costs $25 for the first dishonor and $35 for each subsequent dishonor.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Roseville Environmental Utilities – Water Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.

Never send your account number, password, card details, or bank information to Water Ledger. Those details belong only on the provider’s verified payment channel or at an authorized counter.
