What the public record says about a leak adjustment
Ventura's public leak-adjustment process directs customers to the policy and Customer Care. The policy requires a written request within one year of the leak, documented proof that the leak occurred and was repaired—such as plumber receipts, material receipts, photographs, and other evidence—and limits relief to residential customers whose leak-period usage is at least twice their three-year historical average and who had no leak adjustment in the prior five years. The eligible leak quantity is the four-month leak-period usage less the comparable prior-three-year average, and the resulting water-cost relief is split equally between the customer and the District.
