Mail, text, and in-person payment instructions
Pay by text
The customer portal supports email or text notifications when a bill is ready, but the City does not publish a separate text-to-pay keyword or short-code enrollment workflow. Customers register through Paymentus, enter the full account number, and manage eBill/notification preferences; Paymentus’ portal terms include SMS communications.
Mail-in address
City of Palm Coast, 160 Lake Avenue, Palm Coast, FL 32164. Mail a check or money order payable to City of Palm Coast and include the account number. The same City Hall address is used for bank bill-pay instructions.
Counters, drop boxes, and office hours
City Hall, 160 Lake Avenue, Palm Coast, FL 32164, Monday–Friday 8:00 a.m.–5:00 p.m. A secure drop box is at the front entrance for after-hours payments and deposits are posted the next business day. Cash, personal/company checks, money orders, and bank bill-pay are fee-free; in-person utility credit/debit transactions carry a 3.5% processing fee with a $2.50 minimum.
